Introduction
Not every quarter is busy. A truck can sit in the shop for months, a driver can take time off, or a small carrier can lose a contract and park its only unit. When the end of the quarter comes around, many owners think there is nothing to report, so there is nothing to file.
That assumption causes a lot of trouble for Kentucky IFTA licensees. In Kentucky, an empty quarter still needs a return. This guide explains the rule, what happens if you skip the filing, and how to handle a zero-mile quarter the right way.
The Short Answer
Yes. If you hold a Kentucky IFTA license, you must file a quarterly return every quarter, even if your truck did not move and you did not buy any fuel.
The Kentucky Transportation Cabinet's IFTA Compliance Manual states that a quarterly tax report must be filed by every licensee even if the licensee does not operate in any IFTA member jurisdiction or use any taxable fuel in that quarter.
What the Kentucky IFTA Rules Say
An IFTA license is not tied to how much you drive. It is tied to the license itself. As long as the license is active, Kentucky expects a return for each quarter.
Here are the due dates from the Kentucky IFTA Compliance Manual:
-
January to March: due April 30
-
April to June: due July 31
-
July to September: due October 31
-
October to December: due January 31
If a due date falls on a weekend or a holiday, the return is due the next business day. Under KRS 138.685, returns are filed through the motor carrier portal and are due by the last day of the month after the quarter ends.
When a Quarter Can Have Zero Miles
Zero-mile quarters happen more often than most carriers expect. Common examples include:
-
Truck in the shop. A major repair keeps the unit off the road for the whole quarter.
-
Seasonal operations. Agricultural and construction haulers may park trucks during the off-season.
-
Driver leave. An owner-operator takes time off for health or family reasons.
-
Lost contract. A small carrier parks its truck while looking for new freight.
-
Kentucky-only work. A licensee runs only inside Kentucky for a quarter and has no miles in other IFTA jurisdictions.
In each case, the Kentucky IFTA license is still active, so the return is still due.
What Happens If You Skip a Zero-Mile Return
Skipping a return because there was nothing to report can turn a quiet quarter into an expensive one:
-
Late filing penalty. The IFTA penalty is $50 or 10 percent of the net tax due, whichever is greater, for each late return. With zero tax due, that still means at least $50.
-
Failure to file penalty. Under KRS 138.715(4), failing to file a required report on time can carry a penalty of $500.
-
Suspension or revocation. Failure to file a return is grounds for suspending or revoking the license, and Commercial Vehicle Enforcement is notified.
-
Reinstatement costs. To get a revoked license back, the carrier must file all missing returns, pay all amounts owed, and pay a $500 fee.
-
Trouble at renewal. Kentucky can deny an IFTA renewal if the licensee has missing returns.
A truck running with a suspended or revoked license may also be cited and required to buy a Kentucky Fuel Permit to keep moving.
How to File a Zero-Mile Kentucky IFTA Return
-
Log In to the Portal. Kentucky IFTA returns are filed online through the state's Motor Carrier Connect system.
-
Select the Correct Quarter. Make sure the return matches the quarter you are reporting.
-
Report Zero Miles and Zero Gallons. Enter no miles and no fuel for every jurisdiction.
-
Submit Before the Due Date. File by the last day of the month after the quarter ends.
-
Keep Your Records. Kentucky requires IFTA records to be kept for 4 years, including proof that the truck was parked or in the shop.
When to Cancel Instead of Filing Zeros
If your truck will be off the road for a long time, filing zero returns every quarter may not be the best option. You can ask Kentucky to cancel your Kentucky IFTA license instead.
To cancel, file your final return, send a written request to the Division of Motor Carriers, destroy the license, and return any unused decals. Keep your records for 4 years from the due date of the final return.
If you need to cross state lines later, you can apply again or use a Kentucky Fuel Permit for occasional trips while you decide.
Tips to Stay Compliant in Slow Quarters
-
Set calendar reminders. Mark April 30, July 31, October 31, and January 31 every year.
-
File even when it feels pointless. A zero return takes minutes. A missed one can cost $500.
-
Document downtime. Keep repair invoices and parking records for any quarter with no miles.
-
Check your license status. Make sure your license is active before your truck goes back on the road.
-
Plan long downtime. If the truck will be parked for many quarters, consider cancelling the license.
